structurally humiliating women

A short quote from a BBC article reporting on the passage of of legislation in the Church of England allowing for the consecration of women as Bishops.

Archbishop Williams said: "I am deeply unhappy with any scheme or any solution to this which ends up, as it were, structurally humiliating women who might be nominated to the episcopate."

I don't know who the good Abp could think that provisions restricting the authority of a bishop who happens to be a woman could be anything other than structurally humiliating.
